The New Year brings a 4.5% cut to Medicare payments to doctors.
CMS established a 2023 conversion factor of $33.08 for each relative unit, which determines how doctors get paid by Medicare. This 2023 conversion factor is approximately a 4.5% decrease compared to the 2022 conversion factor of $34.61.
This 4.5% cut consists of an expiring 3% increase to the Medicare Physician Fee Schedule conversion factor that Congress enacted through the Protecting Medicare and American Farmers from Sequester Cuts Act, and a new 1.5% budget-neutrality reduction related to payment changes for evaluation-and-management services in the non-office setting.
CMS is the Centers for Medicare & Medicaid Services. It is part of the Department of Health and Human Services. CMS works with state governments to manage the Medicare program.
The cut is strongly opposed by more than 150 organizations representing over 1 million physicians and other health care clinicians.
